▶️ The Directorate of Health Services, Maharashtra, has issued guidelines under the National Programme for Control of Blindness and Visual Impairment (NPCBVI) for eye banks, eye collection centers, and eye transplantation centers.

▶️ Through this letter, you are informed that all eye banks, eye collection centers, and eye transplantation centers in your district should be issued the following instructions at your level:

1. All eye banks and eye transplantation centers in the state must register under the Human Organ Transplantation Act, 1994 (amended 2014).

2. Eye banks, as per the guidelines of the Central Government, must collect a minimum of 100 eyeballs in a year. Additionally, eye banks should provide 24/7 services to the public. Upon receiving eyeballs, the eye bank should process and evaluate them.

3. Eye banks and eye transplantation centers must submit their renewal proposals to the concerned Deputy Director, Health Services, three months before the expiration of their certificate.

4. Eye banks, eye collection centers, and eye transplantation centers must submit their error-free physical reports in the prescribed format to the concerned District Health Society (NPCBVI) by the 5th of every month. Eyeballs collected by the eye bank should be reported in Column 1, while eyeballs received from other eye collection centers or eye banks should be reported in Column 2 to avoid report duplication.

5. Eye banks and eye transplantation centers must register on the Central Government’s npcbvi.gov.in portal and update their information monthly.

6. District Health Societies (NPCBVI) must enter into a 5-year agreement with eye banks.

7. Under the National Programme for Control of Blindness and Visual Impairment, as per the Central Government’s guidelines, eye banks are allocated an honorarium of ₹1,000 per eyeball (₹2,000 per pair). This grant should be used for staff honorarium, equipment, MK medium, vehicle fuel and maintenance, travel expenses, and other incidental expenses at the eye bank. Additionally, eye banks must pay ₹500 per eyeball (₹1,000 per pair) to the eye collection centers or other centers from which they receive eyeballs.

8. Eye collection centers must use the grant of ₹500 per eyeball (₹1,000 per pair) for staff honorarium, equipment, MK medium, vehicle fuel and maintenance, travel expenses, and other incidental expenses at the eye collection center.

9. District Health Societies (NPCBVI) must disburse the grant to eye banks based on the total number of eyeballs collected (eyeballs collected directly by the eye bank + eyeballs received from collection centers), enabling eye banks to distribute the grant for eyeballs received from collection centers.

10. Eye banks and eye collection centers should focus on collecting quality eyeballs suitable for transplantation to reduce the gap between collected eyeballs and transplant surgeries.

11. All eye banks and eye collection centers in the district must report information in the district where the eyeballs were collected, and eye transplantation centers must report in the district where the transplantation was performed.

12. As per the guidelines of the National Organ and Tissue Transplant Organization, New Delhi, dated 15.10.2024, each Eye Retrieval Center should be affiliated with only one eye bank and not with multiple eye banks.

13. Institutions involved in illegal eye retrieval activities will face action under Section 18(C) of the Human Organ Transplantation Act, 1994 (amended 2011), through the Deputy Director, Health Services Circle. Additionally, a review of the above instructions should be conducted at your level during monthly meetings.
